Europe's patchwork of internal security forces and the fragmented deployment of security solutions exacerbate the security issues created by the rise of organised crime, international terrorism, and natural disasters. Are new European policies effectively reducing this fragmentation? What is the best way forward in terms of organisation and funding in light of the financial crisis? Could a more integrated border management system be a cornerstone of a comprehensive European security policy? Does lack of interoperability of equipment and procedures stand in the way of resilience to disaster? What is the potential for increased intelligence-sharing with private stakeholders to improve responses and capabilities? Can comprehensive governance encompassing organisational, legal, tactical and educational strategies counter cyber-threats?
Topics on the day will include:
- A new European approach to security
- Securing Europe's borders
- Improving civil protection and disaster management
- Europe's transport security challenges
- Making sense of cybersecurity preparedness and responses
The conference will be co-moderated by Luigi Rebuffi, Chief Executive Officer of EOSand Giles Merritt, Director of the SDA.
