Wildfire preparedness in Europe: Turning innovation into operational capability

On 12 March, a CERIS workshop explored how innovative European technologies can strengthen wildfire prevention, preparedness and response – and how innovation procurement can bring them into operation.

As wildfires become more frequent and more destructive across Europe, improving preparedness is no longer optional. After a record wildfire year, addressing the increasing wildfire risk caused by climate change and human-induced factors will be key to preparing the EU for upcoming wildfire seasons. This requires the development and subsequent operational adoption of innovative assets, equipment and tools. 

To address this challenge, CERIS organised a workshop on “Innovation uptake on wildfire preparedness” which brought together 130 participants in Brussels and online. The workshop showcased a range of innovative technologies developed under the Horizon Europe programme and explored how these solutions could be scaled up through the European Commission’s innovation procurement instruments. With the next Horizon Europe work programme for 2026–2027, the event also helped participants prepare for upcoming opportunities to support demand-driven innovation. 

A central message throughout the discussions was the need to strengthen European technological sovereignty in wildfire preparedness and response. Participants highlighted the importance of reducing dependence on non-European technologies in critical areas such as aerial firefighting, early warning systems and essential protective equipment.  

In this context, innovation procurement – especially pre-commercial procurement (PCP) – was highlighted as a key tool to support the development, scaling and deployment of European solutions, ensuring technological sovereignty in the face of increasing and more complex crises. PCP was presented as a critical mechanism to bridge the gap between research and operational deployment, enabling public authorities to steer innovation according to their needs. 

The interactive workshop sessions gave ministries of the interior, civil protection authorities and other end-users the opportunity to work through concrete use cases, including cross-border early warning systems and next-generation protective equipment. These discussions showed how PCP can be used not only for wildfire preparedness, but also across a wider range of civil security challenges. Participants worked on specific use cases (for example: cross-border early warning systems, development of protective equipment), with the objective of enabling authorities to apply PCP not only to wildfire preparedness but also to broader civil security challenges. 

Discussions emphasised that wildfire preparedness must increasingly be addressed within a broader security framework, involving civil protection, law enforcement and crisis management stakeholders. The workshop also facilitated matchmaking between EU-funded projects and Union Civil Protection Mechanism stakeholders, supporting future joint procurement actions. 

A Horizon Europe call on demand-led innovation in security (approximately EUR 5.8 million) will open on 15 May 2026, supporting pre-commercial procurement actions for civil security technologies. Applicants should demonstrate joint demand from multiple public buyers and align R&D efforts with operational needs.
